
On the morning of September 29, 2026, a delegation from Shijiazhuang visited the Shenzhen-Hong Kong Cell Valley. The delegation included Zhang Jianlong, Deputy Director of the Shijiazhuang Investment Promotion Bureau; Wu Chunhuai, Deputy Director of the Investment Services Bureau of the High-tech Zone; Cao Di, Section Chief of the Development Zone Management Division of the Municipal Investment Promotion Bureau; and Zhang Taizhen, Section Chief of the First Investment Promotion Division. Shi Yuanyuan, Founder, Chairman, and General Manager of Shenzhen Cell Valley Group; Sun Rui, Head of Marketing; and Wu Hua, Project Manager, extended a warm welcome. The two parties engaged in in-depth exchanges on topics including trends in the cell and gene therapy (CGT) industry, one-stop hospital service platforms, the impact of Decree No. 818, and cooperation and implementation in the Shijiazhuang High-tech Zone.


During the meeting, the two parties focused on discussing the impact of the State Council's "Decree No. 818" (Regulations on the Administration of Clinical Research and Clinical Translational Application of Emerging Biomedical Technologies) on the industry. The regulations, effective from May 1, 2026, clarify that medical institutions are the responsible entities for filing and conducting clinical research, emphasize safety and efficacy uation, and open up a dual-track development path of "drugs + clinical technology" for cell therapy. Chairman Shi Yuanyuan pointed out that the new regulations are driving the industry from extensive exploration toward standardized translation. Platform enterprises need to compete on genuine technical capabilities, GMP-grade manufacturing capabilities, and long-term follow-up data capabilities—bringing new opportunities for enterprises with clinical service experience.
The delegation from the Shijiazhuang Investment Promotion Bureau and the High-tech Zone Investment Services Bureau expressed recognition of Cell Valley's technological strength and regional layout experience, and looked forward to introducing a frontier medical platform to strengthen the regional industrial chain. Chairman Shi Yuanyuan stated that the company will adhere to its mission of "Cells benefit all, genes create the future," and work with local governments, industrial parks, and medical institutions to jointly build a regulatable, replicable, and sustainable cell therapy translation ecosystem, supporting the upgrading of frontier medical capabilities in cell therapy.
