On October 29, 2026, Li Jie, Head and Chief Scientist of the General Technology Biopharmaceutical Research Institute, a central state-owned enterprise, led a delegation to Shenyang Cell Valley for inspection and exchange. The two parties held in-depth discussions on the construction planning and overseas layout of a universal cell technology platform, the creation of a provincial-level cell preparation platform, differentiated pathways such as international medical tourism and exosome-based medical aesthetics, and collaborative cooperation with major universities and hospitals in Northeast China. They also analyzed clinical translation cases and the industry's challenge of achieving commercial self-sustainability. Zhang Baosheng, General Manager of Shenyang Cell Valley, and Sun Rui, Head of the Marketing Department of the Cell Valley Group, participated in the reception and exchange.
Before the symposium, Li Jie and the delegation toured the Shenyang Cell Valley exhibition hall, gaining on-site understanding of platform development, core technology routes, and progress in exosome product development. President Li Jie stated that this delegation visit had two core objectives: first, to understand Shenyang Cell Valley's overall positioning and next-stage industrialization pathway, and to explore cooperation opportunities with major universities in Northeast China, hoping the two parties would complement each other's strengths and jointly reach the Northeast China and Japan-Korea markets; second, to engage in in-depth discussion on the construction planning and overseas layout of a universal cell technology platform.
As an important pillar of the Group's layout in Northeast China, Shenyang Cell Valley closely follows the strategy of the Shenzhen Cell Valley Group headquarters and, based on the industrial foundation and al characteristics of the Northeast old industrial base, has established two differentiated development mainlines: first, leveraging the policy advantages of the customs special items positive list to develop international medical tourism, channeling patients from the Middle East, Southeast Asia, Japan, Korea, and other countries and regions to partner hospitals in China; second, combining Northeast China's advantages to develop extracellular vesicle cosmetic derivative products, aligning with the Japan-Korea market and building a business network oriented toward Northeast Asia.

President Li Jie emphasized that "Shenzhen Cell Valley's greatest advantage lies in clinical translation"—the ability to rapidly translate technological achievements into clinical-grade cell products and services that are accessible to hospitals and can be supplied at scale. He suggested incorporating the system hospitals under General Technology Group's layout in Northeast China, such as those in Panjin and Anshan Iron and Steel, into the cooperation system to rapidly implement cell therapy technologies. Cell Valley could precisely align its commercialization approach with their actual needs and channel overseas-referred patients to major hospitals in Northeast China by disease type. At the same time, it should join forces with major universities and research institutes in Northeast China to jointly grow the regional cell industry.

Currently, the cell therapy industry remains at a critical stage characterized by "technological enthusiasm but commercialization difficulty." This exchange marks an important step for Shenyang Cell Valley in accelerating the implementation of its Northeast strategy by leveraging the Group's accumulated strengths in clinical translation, engineering-scale production, and industrialization operations, and also opens new space for multi-party collaboration among government, industry, medical institutions, and research.
Looking ahead, the two parties will take this exchange as a starting point to establish a regular engagement mechanism, and will deepen cooperation in platform co-development, project implementation, and the sharing of clinical resources and market channels, relying on General Technology Group's hospital network and industrial resources in Northeast China. Taking root in Shenyang, serving Northeast China, and radiating toward Northeast Asia, Shenyang Cell Valley will join hands with General Technology Group to build an industrial ecosystem covering clinical supply, research services, medical aesthetics translation, and international healthcare, supporting Liaoning in building a domestically leading hub for cell preparation and contributing the strength of cell medicine to the coordinated development of the life and health industry in Northeast Asia.
